Panjab University moots proposal to encourage research

In order to assess issues related to the office of Dean (Research) and the Research Promotion Cell (RPC) at Panjab University (PU), a new structure for promotion of research has been proposed. In the last meeting of the PU Syndicate, the appointment of a new Dean Research was deferred, and a seven-member committee was formed under the PU vice-chancellor to create a framework for the appointment, tenure and other responsibilities of the Dean Research.

Recommendations are now being put forward in order to promote quality research at PU which has been one of the premier institutions in the country for scientific research. In May this year, an analysis of papers published in peer-reviewed journals in the Scopus database revealed that PU had the highest citation impact for any institution across India. “PU has always laid stress on quality research, and we want to make sure we incorporate a proper framework to facilitate that,” a member of the committee said.

As per the structure recommended by the committee, the RPC will function under the leadership of Vice-Chancellor Professor Arun Kumar Grover and will be headed by a director and an associate director. In addition to this, the committee will comprise four other professors from different faculties. For the appointment of the director/associate director, applications will be invited from PU professors. And since the appointment of Dean Research has been done on the basis of seniority, a professor with at least two-three years of remaining service will be appointed as the Director (Research Promotion).

As per the recommendations of the committee, the director and associate director will be appointed for a period of two years. The RPC will also provide a comprehensive statement on the quality of research performance of PU to the Internal Quality Assurance Cell. The Cell will also organise training programmes for teachers in research work. Additionally, in order to keep a tab on plagiarism, a plagiarism policy has been uploaded on the PU website, declaring plagiarism as a form of academic misconduct. As per the policy, as and when a need arises, a Research Ethics Committee is formed under the chairmanship of Dean Research to decide on issues of plagiarism. The RPC, in collaboration with the library services of any interested division, will also be conducting talks to promote awareness about plagiarism.
